NorthSTAR is a publicly funded behavioral health program that serves seven counties around the Dallas/Ft. Worth area. The counties within the service delivery area include Dallas, Collin, Ellis, Hunt, Kaufman, Navarro, and Rockwall. The program serves the medically indigent and most Medicaid recipients who reside within this region. Launched in 1999, NorthSTAR is the first program of its kind, in Texas, to combine service programs and financial assets into an integrated single system of care. Led by Derald Walker, Chief Executive Officer, ValueOptions NorthSTAR continues to ensure superior behavioral health services to the members it serves.

ValueOptions shares in the delivery of NorthSTAR services with the Commissioners’ Courts appointed Local Behavioral Health Authority, also known as Dallas Area NorthSTAR Authority (DANSA). ValueOptions NorthSTAR, is the Behavioral Health Organization (BHO) responsible for maintenance of the provider network and care management for the NorthSTAR enrollees. Together, ValueOptions and DANSA work closely to plan, facilitate, and coordinate services. Both organizations’ activities are directly linked to the Texas Department of Health Services (DSHS).
