Phoenix, Arizona — May 8, 2006

ValueOptions of Arizona today announced the appointment of Edward C. Irby Jr. as Chief Executive Officer. Irby assumes this role from Vivianne Chaumont who has left ValueOptions. ValueOptions of Arizona is the Maricopa County Regional Behavioral Health Authority, which serves over 58,000 county residents with publicly-funded behavioral health services.

"Ed Irby brings a tremendous wealth of operational expertise to our Arizona operations," states Barbara Hill, CEO for parent company ValueOptions. "His years running psychiatric hospitals and provider facilities, his strong background managing publicly-funded mental health systems, and his direct experience here in Maricopa County, make him a natural fit. We have no doubt that he will hit the ground running."

For the last 20 years, Irby has held numerous senior level positions within the ValueOptions family of companies, serving most recently as the leader for 17 psychiatric hospitals and their associated provider facilities around the country.

Since 1998, when ValueOptions first began working in Maricopa County, Irby has been actively involved in the contract, helping guide the company through numerous operational implementations. Prior to his career in healthcare, he worked in education, serving as a teacher, coach, and administrator in both regular, as well as special education settings.

"This program is one of the nation's premier public mental health delivery systems, and I look forward to working hand-in-hand with the many different groups that are dedicated to public mental health here in Arizona." states Irby. "State and local government agencies, our service provider partners, advocacy groups, and most importantly the people that we serve, all play crucial roles, and only by working together can we continue to improve services and enhance this nationally-recognized system of care."
