Barbara Hill Named CEO of ValueOptions®

Norfolk, Virginia — March 24, 2006

ValueOptions, one of the nation's largest behavioral healthcare companies, announced today that Barbara B. Hill has assumed the role of Chief Executive Officer (CEO). Dr. Ronald I. Dozoretz will continue as Chairman of ValueOptions, setting the strategic vision for the company and developing key business initiatives.

As CEO, Ms. Hill will be responsible for ValueOptions' Employer Solutions, Health Plan, Federal, and Public Sector business units as well as the company's 19 regional service centers and five corporate centers of excellence.  She will also oversee all corporate departments and work directly with Dr. Dozoretz and senior executives of the company to determine strategic direction and drive growth.

Ms. Hill comes to ValueOptions with extensive experience in the managed healthcare industry.  Since 2003, Ms. Hill has served as Chairman and CEO of Woodhaven Health Services, an institutional pharmacy company.  Prior to her appointment at Woodhaven, Ms. Hill was President and a member of the board of directors of Express Scripts, a Fortune 200 pharmacy benefits management company, serving over 50 million members.  Before Express Scripts, Ms. Hill was Senior Vice President of CIGNA HealthCare, where she was responsible for the company's national operations and managed a department of 14,000 people.

Prior to her tenure at CIGNA, Ms. Hill served as CEO and President of Rush Prudential Health Plans, a leading managed care company in the Chicago area, and during that time, she also served as a part-time faculty member at Rush University. In 2003, she was named on Modern Healthcare Magazine's list of the 100 Most Powerful People in Health Care.  She earned her B.A. and M.S. degrees from The Johns Hopkins University.
