Kerry F. Mooney

As Executive Vice President, Ms. Mooney has responsibility and oversight for ValueOptions’^® government business, including development efforts and the establishment of strategic relationships with key political and legislative personnel.  In this position, she leads efforts to shape and drive legislation that transforms the delivery of behavioral health services.

In addition, as President of the Federal Services Division, Ms. Mooney has operational oversight of ValueOptions’^® federal government contracts. She is responsible for the overall management and performance of the division, including development and implementation of policy and procedures, quality and productivity, management and coordination of relationships among partners, and positioning the business for growth.

Ms. Mooney has more than 30 years of combined management, operations, and clinical experience. She has served as District Director of Family Services of Tidewater, Inc., and as Chief of Services for the Navy Family Service Center, NAS Oceana, responsible for directing, coordinating, and implementing group education programs and supervising the mental health and financial counseling departments.

Ms. Mooney received a master’s degree in social work from Norfolk State University, and her bachelor’s degree from Old Dominion University in Virginia. She maintains national certification (A.C.S.W.) and is licensed in the Commonwealth of Virginia (L.C.S.W.). She has been with the company since 1989.
