Heyward R. Donigan

Heyward Donigan is the President and CEO of ValueOptions®, a $1.5 billion health improvement company specializing in helping 32 million Americans achieve mental and emotional wellbeing and recovery. The company, headquartered in Norfolk, Virginia, serves Fortune 500 companies and health plans, as well as federal, state and local governments.

Prior to joining ValueOptions, Ms. Donigan served as Executive Vice President and Chief Marketing Executive of Premera Blue Cross, a health insurance company with more than $3 billion in annual revenue. While Ms. Donigan was at Premera, the company achieved record profit and membership levels.

Prior to Premera, Ms. Donigan was the Senior Vice President of Service Operations at CIGNA Healthcare, where she managed a staff of 12,000 associates and a budget of $850 million. Before that, she served as CIGNA’s President of the Southeast region, serving over 1 million members.

Ms. Donigan graduated from the University of Virginia with a bachelor’s degree in English. She received a Master of Public Administration from New York University.
